Update to Statewide Bicycle and Pedestrian Plan and Bike Map Planned

The State DOT has announced that public meetings have been scheduled for the Update to Connecticut’s Statewide Bicycle
and Pedestrian Plan and Bike Map. 
 
Four public meetings are scheduled in October 2008 to introduce the update process and showcase preliminary data and findings,
including a review of vision and goals, bike map options and overview of a benchmarking study. The meetings will be an
opportunity for the public to obtain information and provide input on the 2009 Plan and Map development early in the process.
 
Meeting dates are:
·         Wednesday, October 1, 2008 from 5:30 PM – 7:30 PM at Bristol Public Library, 5 High Street, Bristol, Connecticut
·         Thursday, October 2, 2008 from 5:30 PM – 7:30 PM at J. Eugene Smith Library, Johnson Community Room,
Second Floor, Eastern CT State University, 83 Windham Street, Willimantic, Connecticut
·         Monday, October 6, 2008 from 5:30 – 7:30 PM at New Haven Free Public Library, 133 Elm Street, New Haven, CT
·         Tuesday, October 7, 2008 from 5:30 -8:30 PM at Stamford Government Center, 888 Washington Boulevard,
Stamford, CT (Note:  This meeting will be one hour longer to accommodate commuters and include two brief presentation periods.)
 
All meetings will have the same content and format. Each will begin at 5:30 PM with an informal interactive open house session. A brief presentation will begin at 6:30 PM, followed by a question and answer period.

Governor Rell Signs Transportation Bill With Cycling Provisions

CCBA and Connecticut cyclists scored a big victory in 2008 with the passage of the full Transportation Bill  (An Act
Concerning the Transportation Department) which became Public Act 08-101. Much of the original Senate Bill 299
was folded into this bill. 
We can now report that the bill has been signed into law by Governor Rell, going into effect
on October 1, 2008.  Key cycling provisions that are now law:

CRCOG’s Active Transportation Initiative

New Pedestrian/Bicycle Plan for the Region:  the Capitol Region Council of Governments has adopted a New Pedestrian
and Bicycle Plan for the region.  Members of CCBA were actively involved in the development of this new plan.  Now comes the
challenge of actual implementation.  There is a need to show that residents support the development of a Walkable and Bikeable
Region.  YOU can help.  Go to CRCOG's website (http://www.crcog.org/transportation/bicycle/bp_index.html) where you can
download a copy of the plan AND, you can download the Walkable/Bikeable Coalition materials.  Show your support by filling
out the form, or by writing a letter of support.  And ask others to join the campaign.  No obligation or fees, this is just an
expression of support for a Walkable Bikeable region.

 

The State Department of Transportation is updating its Bicycle and Pedestrian plan.  The consulting team for the project
 is led by Fitzgerald& Halliday, Inc. with assistance from VHB, Alta Transportation Consulting, and Didona Associates. 
A very active advisory committee will be involved throughout the process.  Charlie Beristain, CCBA Board member,

The state bond bill passed recently contains several bike projects, but just passing the bonding bill does not make the funds available. The Governor must put the bill on the State Bonding Commission's Agenda. Contacting the Governor, making her aware of that there are many of us that want these funds made available will definitely help the chances of moving the bill along.

$790,240 to the Town of Manchester for development and construction of the Manchester to Bolton section of the East Coast Greenway

$665,000 to Shoreline Greenway Trail, Inc. for the construction of a trail from Lighthouse Point in New Haven Harbor to Hammonasset State Park in Madison ( this has already been approved by the Bond Commission).

$65,000 to the Town of Farmington for completion of a portion of its Rails to Trails

$100,000 to the Quinebaug Shetucket Heritage Corridor, Inc. for planning the completion of the Airline Trail

AND MOST IMPORTANTLY:

$6 million in FY 2008 and $6 million in FY 2009 for planning, design, land acquisition, construction, construction administration and publications for bicycle trails and bikeways that complete the Connecticut section of the East Coast Greenway, or connect to the East Coast Greenway, or are included in the state Recreational Trails Plan.

None of this money will become reality unless the Governor puts these items onto the agenda of the state Bond Commission.  Please contact the Governor’s office to let her know that citizens of Connecticut care about these projects and request that she put all bike facility funding onto the bond commission’s next agenda.  Remember, a letter will have much more impact than an email.

Section 68 of that act is critical to the development of our statewide greenway system. These trails are becoming more important to our transportation system, as safe routes for people to commute on, leading to reduced roadway congestion and air pollution. They are also of increasing importance as recreational  facilities, and a key part in our efforts to minimize obesity. Finally, an integrated network of multi-use trails, such as Connecticut’s portion of the East Coast Greenway, is already attracting more bicycling and hiking tourists to our state.

 

Again, please bring P.A. 07-07 to the Bond Commission. The $12 million investment in this portion of our state’s infrastructure will benefit the citizens for many generations to come.

Public Service Announcements on WDRC-AM, WDRC-FM,WSNG-AM, WMMW-AM and WWCO-AM

Hi Everyone-- The folks on the Advocacy Committee are already familiar with this, but everyone should give a listen to these PSAs which will be running on WDRC this month (November), starting on Monday.  This is in response to the letter CCBA wrote to WDRC about their talk show host who was bad-mouthing cyclists and essentially promoting their being run off the road.  They offered an on-air campaign and the Committee provided talking points for them earlier this week I think these are very cool and the station has been MOST responsive.
WDRC-AM is on the AM radio dial at 1360.
WDRC-FM is on the FM radio dial at 102.9.

Recently on the PBS NewsHour with Jim Leher, DOT Secretary Mary Peters was interviewed by Gwen Ifill.  

Peters, when asked about a possible gas tax increase, repeated President Bush's response - No, there can be no tax increase because Congress is wasting the money they already get.  Peters cited "bicycle paths" as a prime example of the waste because bicycles are not a transportation use of the gas tax money.  

It is disappointing that the administration is attacking Jim Oberstar for his efforts to get the Minneapolis bridge repaired along with raising all the funding for transportation maintenance, by using Oberstar's support for bicycles as a weapon.

The League of American Bicyclists feels strongly that this should not go without a response and we have sent a letter to Secretary Peters voicing our view. Click here to view our response.

The CCBA and the East Coast Greenway Alliance worked together with Councilman Bob Painter to propose and pass the following resolution with the Hartford City Council on March 12th, 2007.

RESOLVED, That the Court of Common Council support the City of Hartford taking the lead in exploring opportunities to connect the city to the East Coast Greenway, and be it further

RESOLVED, That MDC should be encouraged by the city to consider design development improvements to the city's surface storm drain system and the MDC Clean Water Project that integrate the city's bicycle path network, as well as, the city's open space and conservation plan, and be it further.

RESOLVED, That the Court of Common Council ask the Mayor to appoint an ad hoc bicycle task force to develop a plan for bike improvements in the City, including a link to the East Coast Greenway and other trails and bike lanes, that would encourage and enable city residents to travel by bicycle and to ask the task force to report back their initial findings and recommendations within180 days.

These resolutions show that Hartford is making a visible commitment to an improved cycling environment.  The committee that is being authorized has the opportunity to provide good input and recommendations, making this much more than a one-time win.  Hooray for the CCBA and bicycle advocates in Hartford!

What is it? - On Wednesday, March 13, the Bicycle Commuter Act was re-introduced into both the House and Senate. The bills seek to amend the Internal Revenue Code of 1986 to extend the transportation fringe benefit to bicycle commuters.

Bill #6366, the Speakers Transportation Bill

What's in the Bill? - Section 10 of the General Transportation Bill states: "...five million dollars for the fiscal year ending June 30, 2008, and five million dollars for the fiscal year ending June 30, 2009. (b) The proceeds of the sale of said bonds, to the extent of the amount stated in subsection (a) of this section, shall be used by the Department of Environmental Protection for the purpose of establishing a Connecticut Bikeway grant program for municipal grants. For the purposes of this section, "bikeway" means any road, street, path or way which is specifically designated for bicycle travel, even if such road, street, path or way is shared with other modes of transportation. (c) Such grants shall be used for planning, design, land acquisition, construction, construction administration and promotional materials for new bike trails."

Why is this important? - This portion of the transportation bill earmarks state money directly for the multi-use paths and on-road bike lanes in both 2008 & 2009. This is something that hasn't been done before in Connecticut and will help fund much needed projects critical for bike friendly commuting and recreation. This funding would also be important momentum in closing the Connecticut gaps in the East Coast Greenway!  This funding fits perfectly with the CT DEP's "No Child Left Inside" program.

What can you do? -  Contact you legislator in the Connecticut's House or Senate. Ask that they support Bill 6366, Section 10! Find your legislators by town - LINK.   You could also contact Governor Rell and let her know how important this bill is to multi-modal transportation and environmentally friendly recreation.

Help Prevent Bicycle Unfriendly Transportation "Recissions"

What is it? - "Rescission" is a federal budgetary term that refers to the cancellation, in whole or in part, of budget authority previously granted by Congress. Essentially each state is required to “give back” a certain amount of unspent money on a proportional basis.  Transportation Enhancements (TE) are a major source of funding for bicycle facilities and programs in cities and communities across your State. Since 1991, the program has helped to fund bike lanes and trails for bicyclists, bike racks on buses, and bike education programs.  Many states chose to do this by drastically cutting their TE programs.  Your action is needed by April 15th!

Rentschler Field Development Plan

Background Don’t forget to e-mail your comments to the DECD agency!  This advocacy effort concerns the traffic planning at Roberts St./Silver Lane intersection, I-84 Roberts St. ramp and Route 2 ramps at High and Willow Sts. to facilitate 5.7 million sq.ft. of mixed use development at Rentschler Field in East Hartford.   All of these improvements and planned new roadways could benefit from a dose of smart planning for multi-modal (including cyclist and pedestrian considerations) traffic patterns and road designs.  This plan also addresses the extension of the Charter Oak Greenway.

Bike / Ped Crossing on Rt. 3 Putnam Bridge

Let the DOT know that you need a bike / pedestrian crossing on the Putnam Bridge!  This bridge is slated for resurfacing in 2007 and a full deck replacement in 2009-2011.  At this time the DOT is not planning on including a bike / ped crossing.

Advocating for a multi-use path along the CT River

What: The Trust for Public Land is held a meeting to collect citizen input on preservation and responsible use of the Connecticut River watershed. The CCBA advocates the development of a multi-use path along the river from Enfield to Saybrook.  The CCBA discussed the value of multi-use path for environmentally friendly transportation and recreation.

How: You can contact the Trust for Public Land and let them know you would utilize and value a multi-use path.  If a particular portion of multi-use path along the river corridor is especially important to you, let them know!

Plus: A bike / ped crossing at the Rt. 3 Putnam Bridge could serve as a key crossing for this envisioned multi-use path.   Contact the DOT and let them know that this crossing is critical to multi-modal transportation in Central Connecticut.

2007 Hartford Discovery Bike Tour

What: The CCBA is looking to revive a Hartford-centric bike ride to help further the CCBA mission of encouraging cycling as a environmentally friendly and healthy means of recreation.  This multi-length ride will take advantage of the large amount of parkland and heritage sites in Hartford and has the potential to attract several thousand riders of all ages and experience levels.  Right now the event looks like it will be September 8th, 2007 - and we will need the entire year to plan this type of event.

How can you help? - Allan Williams has been chosen to lead the organization of this event and will be shortly forming several sub-committees.  Make sure you are on the CCBA e-mail distribution list and have identified yourself as interested in volunteering.  Contact Allan directly if are excited about bringing this bike tour back to Hartford.

CT DOT Transportation Strategy Board

Issue: The Hartford-New Britain Busway and several train related items are associated with the submitted "Transportation Strategy."  Bike advocates should be pushing the DOT on bike racks on buses and dedicated bike space on trains.  The revised strategy is required to be submitted to Governor and General Assembly not later than January 1, 2007.

What to do: E-mail the TSB with your comments on bike accommodations on buses and trains.  While your at it, you might ask how bike and pedestrian modes of transportation are captured in the state's transportation strategy.

Bikes on Trains - Contact CT DOT

Issue: The DOT is buying oodles (300+) of new train cars for the Metro-North Railroad's New Haven line and the state Department of Transportation's Shore Line East corridor.   NONE of the cars have dedicated space for bicycles.  Including bicycle parking in the final design of the rail cars is a cost-effective investment in our multi-modal public transportation system.

CCBA Corporate Champions Needed!

What: The CCBA would like to have at least one cyclist representative at each large employer in the region.

Why: The cyclist representative will work with us to try to get CCBA & Bike to Work info onto intranet and other internal corporate communications, will help CCBA communicate with health and wellness staff within the organization, and in general, will help give bike to work a point of contact at the company. The goal will be to help every Central CT employer to become more bike friendly.

Bus Drivers & Bicyclists - This communication was provided to CT Transit to help educate bus drivers on their rights and responsibilities with regards to bicycle commuters - CT Transit Educational Communication.

Bikes permitted on CT Transit Buses: New policy at CT Transit in Hartford, bikes may be carried onto CT Transit buses, if a wheelchair tie down is available and if the bus is not full. If the bus fills or someone needs the tie down after the bike boards, the bike and rider will be asked to get off. Some progress, and thanks to the bike advocate who pushed for this policy (we do not know who, if you can claim credit, let us know.) Racks on buses coming soon, we hope.

Bikes on Buses Update: Aside from this small step, it will be a while before bike racks are on buses in the Hartford Area.  Last word from the DOT was that it would be another year and a half to two years before bike racks were installed here.  The reasoning was that they were waiting for the next order of "new" buses to include bike racks.  Not sure what the logic was, but that's what the DOT said.  If you don't agree and want to help push - Contact the DOT.

Planned Hartford to New Britain Busway

Currently a bike path parallel to the busway is planned for the segment from New Britian to Newington Junction and CCBA doesn't want that to get cut!  There is also plans to have bike racks on the buses - another feature that the CCBA will stay on top of.  More information available on the CRCOG website.

CCBA Public Safety Committee Introduction - This is the one page CCBA introduction that was presented at the Public Safety Committee meeting on September 13th, 2005.  This will be provided by CRCOG for the attendees to read.  The plan is to get invited to actually present at the December meeting and begin working directly with communities to address cyclist safety on the roads.

Simsbury Rail Trail Status

- Simsbury citizens unanimously passed the bonding measure at the special town meeting Tuesday night. This authorizes the town to fund the last 9,400 feet of rail trail to be built on the New Haven to Northampton canal/railroad route. First Selectman Tom Vincent stated that "If everything goes smooth, the trail could be finished by fall 2005."

Safe Routes to School

Opportunity:  There is significant federal funding allocated to funding Safe Routes to School programs in the State of Connecticut.  Make sure your cities and towns know about this funding and let them know that you feel that Safe Routes are important to you!  Make sure this funding isn't wasted on more pavement for cars!

How the CCBA Can Help: We can point you in the direction of more information about Safe Routes programs - Safe Routes to School.  The CCBA can also notify members about critical Town Council meetings so that the support for these programs is visible.  CT Department of Transportation now has a full time Safe Routes coordinator - see the contact info below.

CCBA needs your Help too: CCBA needs a Safe Routes to School Champion, in addition to folks individually advocating to their cities and towns.  If you feel strongly about Safe Routes and your child's health - contact the Advocacy Committee.

If you're having issues with a state roadway or intersection, here are some points of contact at the CT DOT.  Speak up and be heard.  Get your bike lanes and bicycle friendly road designs!  Encourage the DOT to fund project that make is safer for your children to walk and bike to school (Safe Routes to School).
